Trigger warning! I adopted 3 of them. It is similar to the familiar paste function of control V. Have to say, I prefer my keyboard shortcut list which puts almost all commands within range of the left hand. My left hand very seldom needs to lift off of the keyboard rest. You can specify the number of segments of the Circle more segments mean smoother-looking Circles by typing the number of segments, pressing S, and hitting Enter.

You can specify the distance of the offset by typing in the distance and pressing Enter. Orbit the view of the model. You can activate the Pan View tool by holding Shift. You can fill a face and all adjacent faces with the same material by holding Ctrl Win or Option Mac.
You can replace all matching material faces in the model with your currently selected material by holding Shift. You can replace all matching material faces in the selected object with your currently selected material by holding Shift and Ctrl Win or Option Mac. Push or Pull a selected face on an object. Generate a rectangle. You can start drawing the rectangle from its center by pressing Ctrl Win or Option Mac.

I thought F1 was a Windows hard-coded shortcut and would have expected that one to revert to Help since it is the standard Help shortcut for most programs. The post you are referring to was made over three years ago; well before SketchUp Free was even mentioned.
You can look at the Quick Reference card to get an idea of the keyboard shortcuts. You can get the Quick Reference card from the link Geo provided. Based on what you wrote in your profile, you need to be using SketchUp Pro anyway. Then you could use the rbz files that you referenced. Make keyboard shortcuts visible to me. Improper shortcut listed.
